Sheesh, free FastStone Image Viewer has those (though not for RAW). The Pro version says that it has Levels & Curves, Catalog Import & Watermarking. Also, this is the "Standard" version & I see now after trying to run the program, which also then asks you to AGAIN register an email address for a Corel account, that when the program is running, there is an Ad for the Pro version at the bottom left, at a discounted price of $19.99 US vs.

Unfortunately there is more to it than just subscribing to the mailing list, as the program downloads first an exe file to a Temp folder & then it runs & downloads the main program software before subscribing & then installs itself before subscribing & only unlocks once you get the activation code by email after subscribing. They are giving away for a limited time, you do need to subscribe to their mailing list to download though.
